yes and bear in mind your insurance premium as well. getting a smaller more fuel efficient car will definitely keep your premium down

I think that depends on what car you handled most. Which is more comfortable to drive with. Start with small cars sedan.

I have a Mini Cooper D and I love it! Although its 1 1.6 but Im 25 although I passed my test when I was 17. Otherwsie, in the past I've had corsas and clios, always cheap on insurance.
